AGENTS.md written from a tracked AGENTS.template.md, so the dependency notes no longer change a file the project commits. A major, because a project that kept 3.0.0's notes section in its committed AGENTS.md stops getting it updated until it moves to the template: the rule is a major whenever the notes have a Breaking section, even one that no build fails over.
